The game doesn't read the status of the caps lock (on or off) to determine if you are walking or running. If you pressed the button while the game was paused or in the pip boy it will not change your movement mode (walk/run) but your PC will still turn caps lock on or off. Just press escape to bring up the menu and then press caps lock again ...
