As Redermamn notes, "Elemental Blasts are not Strikes." They are a new category of attacks, "impulse attack rolls", distinct from Strikes and Spell Attacks. Until we receive further guidance from the Remastered books, it seems likely that nothing that modifies Strikes or Spell Attacks will interact with Elemental Blasts or Impulses.
