I did this usings FINS AI Tweaks. if you use that other mod that keeps bots asleep till you get close, that will also help alleviate your issue. i use this combo and find plenty of alive pmcbotsChanges in AI and General Performance: Now AI has their own vehicle performance. I'm enjoying Fin's mod and am continually tweaking the settings to my liking. You may want to try messing the the three settings at the top of his config file. The default value for each is 1, but my understanding is the lower you set them the better the AI becomes in their reactions, time to shoot, and accuracy.

If you are not using any mods, I'd suggest Bread & Butter, or perhaps Fin's AI Tweaks. Both have changes to spawns that smooth out FPS drops via spacing out bot spawns, and you can further tweak the settings with these mods to make it better for you, like setting a cap on the number of active bots at any given time. 1.2012 - scupper reinforcements for AI.
