Enemies in Okumura's Palace had +500% HP, and those minibosses? I actually had to utilise Baton Passing in order to beat them. They had too much HP and the little guys kept fully healing the miniboss otherwise. So I dont think that Okumura is a badly designed boss fight - but the Palace doesnt properly prepare you for the fight.
