I might be wrong but i think a later patch moved the stone to the cave you make your escape through, near a troll (so that the stone would be available outside of the embassy quest). Might be an unofficial patch for PC though but you might want to check. It's in the cave where the frost troll is right as you exit the dungeon.

Go to the local view where it just shows the embassy and look for the entrance for the on the map then walk to it. You have to walk/slide down the mountain side, but you wont die. Do that and you will find it. If I remember right, you go to the entrance to the embassy but dont go in. Go left around the side and along the wall, look at the map ...As frustrating as it is, i do recomend going to some of those cleared locations (or look at a video guide to see exactly where some stones are, and if you remember picking them up).
