Making it so you can Jera other Jera runes would mean that you can just hold 2 to the chest, then just keep making infinite chests. Even with Blank Card, you can't do that infinitely without at least 1 more step (for example: a 48 hour energy pill or a battery charge) Edmund in general really dislikes the idea of 1 item or consumable game breaks.
