Friend of mine benched 38k with Rifle / Dagger Sword standard Power DPS Chrono Build so it actually isnt horrible as a Power Weapon. I'd try the standard Power Boon Support Build for OW. Probably a bit less dmg than the meta build but much better boons, so better for Solo Play. It's not great, as others have said.
