Nope. I've had franchises go on over 15 years and none of them get promotions, they just retire. Another thing that's dumb is I've seen other CPU teams hire real life head coaches, as their coordinators. I was able to fix this problem by going into user teams under the options tab and creating a dummy user. Then I selected a new team owner, fired that teams offensive coordinator, then rehired him for my original team. Hope this makes sense.
