Ive killed 2 megs in the fog. Neither were the ghost. Both times I had been chased by the meg for a bit before the fog and it went away. So only tip I can offer is if you are heading to fog and a meg comes up kill it because im pretty sure that same meg will just keep spawning on you. Nothing currently available that you can get in the game is even remotely close to as rare as the shrouded ghost, and because it is random, no amount of grinding or effort will change that, which makes it special.
