Yes, this is happening to 2 of my Alt accounts and started just today after the Maintenance update. When I click on any character on either of those 2 accounts to load into the game, the game freezes about 5 seconds later just before hitting the load screen to zone in.

Every MMO I've played over the last 15 years has had some sort of weekly maintenance where the servers go offline. It's normal. Additional maintenance is expected around large content releases, due to bugs & problems with that release. Patches and bug fixes are separate from that, but do tend to occur during regular maintenance times.
