I drove to the airport twice to pickup/drop off my family and the ExpressToll system charged me $56. I completely misunderstood that the toll is not a one time $3.60 charge, but $3.60 every few miles. This just seems so unreasonably high.

IIRC, the original plan was for E-470 to turn itself over to the state sometime in the 2040s after the bonds were paid off and the road would be converted to I-470. Then it started making a shit ton of money and that plan quietly went away, so I agree, no one will open it for free. But, "wasn't paid for by tax payers" is a misnomer.
