To be a vampire lord, I think the master have to willingly let you suck his blood= true vampire, then you can turn someone into a vampire spawn. A spawn cannot turn someone into a vampire. If astarian just kill the master, he is still a spawn. But just ascended = free from the master will and can be in sunlight but not a vampire lord.
